Director of Facilities Planning and Construction

As the Director of Facilities Planning and Construction, your expertise will be invaluable when planning a strategic route to support and achieve District facility development goals. Your innovative approach to leadership is a key navigation tool for guiding the District towards planning, development, and construction of all new buildings and upgrading of existing facilities, and the establishment of a facility asset management program.

Our ideal candidate is hardwired to thrive in a team environment and possesses a Bachelor's degree and/or advance certification in a construction or capital project management-related field. They will also possess strong skills in leadership, organization, and communication, and have a minimum of ten years of progressive facility planning, development and construction project and facility asset management experience with a minimum of 3 years management experience.  Experience in working within local government is an asset.

GENERAL SUMMARY Under the general supervision of the General Manager of Community Services, the Director of Facilities Planning and Construction works closely with District departments to manage and coordinate the planning, development, and construction of all new buildings and upgrading of existing facilities for the District. 

KEY RESPONSIBILITIES This position is responsible for overseeing a District-wide facility development / redevelopment capital projects program in accordance with the District's Real Estate and Facilities Master Plan, including coordination of the funding strategy with the District's Finance Department and all departments associated with facility (re)development. It is responsible also for the District's overall facility related asset management program

Customer Service and Communications

​• Contributes to the success of our team and creation of our community, by fostering the District's corporate values in their work.

• Follows the District of Squamish's Customer Service Guidelines to ensure the Delivery of Outstanding Service. • Maintains courteous and positive public relations with customers, including residents of the community, representatives of organizations and other District staff, by delivering quality customer service, including through community engagement using the IAP2 model.

• Advises and consults with other departments, agencies, community groups, property owners, associations, clubs and the public on department-relevant matters and attends as required

Facility Duties:

• Plans for and leads the construction of municipal facilities in accordance with the District's Real Estate and Facilities Strategy and Master Plan, and undertakes ongoing monitoring of the Plan.

• Establishes project goals and objectives and hires consultants to develop preliminary and feasibility plans adhering to the District Delegation Bylaw and Purchasing Policy.

• Liaises and coordinates with all relevant departments for facility development projects and undertakes all facilities capital planning and project management.

• Oversees contracting and procurement relating to facility development, and an overall procurement strategy for facilities, in consultation with the District's Finance Department.

• Oversees contract management of project and construction managers and related consultants. • Initiation and implementation of an asset management program for the District's facilities.

• Ensuring the ongoing maintenance of the asset management program and its' coordination with annual budgeting and the District's Financial Plan. • Provides oversight and leadership to the Facilities Maintenance Manager.

• Represent the District in the community to strengthen partnerships, identify innovative funding opportunities, and advance areas of common interest.

• Working closely with the Manager of Sustainability leads the District's participation in local, provincial, national, and international sustainability initiatives as it relates to facilities.

• In accordance with the Council Strategic Plan, declared Climate Emergency and the District's Operational and Master Plans, develops strategic goals and manages work planning, priorities and timing.

• Prepares and presents administrative reports, policy recommendations, records and correspondence to Council, Council committees, the public, and other stakeholders.

• Coordinates and participates in multi-disciplinary project teams and District committees.

• Manages budget related to facilities and facility development, and prepares budget submissions. Provides direction as necessary regarding facility budgets. 

Manages records including maintaining, filing and storing records in accordance with records retention policies and other established requirements.

• Monitors grants opportunities and submits grant applications when available.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES

Thorough knowledge of facility planning, construction management, development processes, and operations.

• Experience or working knowledge with local government structure, authority, and regulatory tools.

• Knowledge of WorkSafe BC regulations and relevant occupational health and safety practices; and experience ensuring safe construction projects.

• Demonstrated ability to work both independently and as part of a team.

• Demonstrated strong leadership and strategic/innovative thinking in the development of policies and programs related to facility development and operations.

• Proven skill and ability to manage and lead staff effectively.

• Excellent interpersonal and communication skills, and proven ability to deal with people in a professional manner.

• Excellent presentation and public speaking skills.

• Strong organizational skills, the ability to perform multiple duties simultaneously with deadline and the ability to work independently.

• Working knowledge of Master Municipal Construction Documents is an asset.

• Intermediate to advanced knowledge of Microsoft Office suite. 

REQUIRED TRAINING, EDUCATION AND EXPERIENCE

Valid Class 5 Driver's License with a safe driving record.

• A Bachelor's degree and / or advanced certification in a construction or capital project management-related field.

• Project Management Certification or equivalent experience.

• Minimum of ten years' of progressive facility planning, development and construction project management experience with a minimum of 3 years of management experience.

• Experience working within a municipal government an asset.  

OR • An equivalent combination of training, education, and experience.

Hours of Work: Monday to Friday, 70 hours bi-weekly with a compressed work week (9-day fortnight).

Compensation: A competitive salary based on experience and includes an excellent benefits package as well as a compressed work week
