Job Summary

Reporting to the CIO, the Data and Geographic Information Systems (GIS) Manager's role is to lead the corporate Data and GIS teams and to coordinate, implement, and manage the City's strategies, programs and initiatives for corporate Data and GIS services.  

Roles & Responsibilities 

  • Lead, coordinate, plan and manage all aspects of GIS, Data Management, Business Intelligence and Open Data portfolios.  
  • Lead the operation of effective corporate data and GIS governance models.  
  • Work with governance groups to collaboratively develop and manage Data, BI, Open Data and GIS strategies, program priorities and oversee the implementation of Data and GIS portfolio of projects and services  
  • Responsible for the enterprise data architecture encompassing all data, both spatial and non-spatial. This includes maintaining a current architecture and standards, target architecture, and planned roadmap from the current to target architecture  
  • Responsible for delivering a BI framework for organizing the City's data and the technology components to build BI solutions for data analytics. This includes:
  • Master Data Management, data warehouse, dashboards and reports.  
  • Responsible for delivering the corporate GIS platform and GIS delivery framework for effectively delivering GIS services to the organization.  
  • Responsible for the City's Open Data program.  
  • Lead the design, development and implementation of effective Data and GIS capabilities, methodologies, processes, and solutions to meet the City's needs.  
  • Establish and implement appropriate policies and procedures to support the City's Data and GIS environments and their use both internally and publicly.  
  • Assist divisions and advise upon the design, digitization, collection and use of spatial and non-spatial data.  
  • Provide Data and GIS consulting, guidance and support to the organization; act as single point of contact for Data and GIS-related topics.  
  • Coordinate Data and GIS activities to ensure alignment with broader corporate IT initiatives.  
  • Lead, manage and provide guidance to members of the Data and GIS team.  
  • Keep abreast of changing environments by pro-actively reviewing literature and monitoring industry trends and best practices in municipal data and GIS services so as to ensure review of the Division's performance, adoption of best practices and continuous service improvement.

Requirements   

  • Completion of a University degree in Computer Science, Data Science, Business, Geomatics, GIS, Environmental Management or a related discipline, or related experience.   
  • 5-7 years of progressive experience of GIS and/or Data Management roles related to the duties listed above, specifically in regard to managing Data and GIS and related systems in a medium to large sized corporate environment  
  • 2 years prior management or supervisory experience is preferred   
  • Municipal or public sector experience an asset.   
  • Demonstrated experience developing and executing high level strategic plans in GIS and/or Data domains   
  • Strong familiarity of BI and data management best practices, data visualization and data science, methods and tools.   
  • Strong familiarity of GIS management best practices and GIS software   
  • Strong familiarity with data architecture, data warehouse management, data modelling and database design   
  • Experience in the design and implementation of data warehouses, data marts and data cubes.   
  • Experience of operating within a data governance framework covering data quality, master data management and data access control.   
  • Experience with managing integrated GIS and business solutions   
  • Experience with managing ESRI's ArcGIS Enterprise, Pro and Online suite of software.   
  • Experience in large scale program and project management of Data, GIS and technology solutions   
  • Experience in business analysis, business process re-engineering and managing technology related projects.   
  • Excellent leadership and influencing skills   
  • Excellent verbal and written communication skills with the ability to build relationships, extend influence, and communicate with all levels of staff, stakeholders and external vendors.   
  • Ability to manage a workload where priorities are constantly changing and work in an environment with a high rate of technological change.   
  • Advanced skills in Microsoft Office (e.g. Word, Excel, Power Point and Access) and Microsoft Project Management software.   
  • Excellent analytical, problem solving and decision-making skills.   
  • Excellent customer and client support skills with the ability to work independently and within a team environment. 
  • Must possess a valid driver's licence with a good driving record and access to a vehicle.
