Nasittuq is currently bidding on the contract for the Operation & Maintenance of the North Warning System (NWS). The NWS is a joint Canada and United States early-warning radar system with 47 sites located in Northern Canada; a Control Centre and Support Centre located in North Bay, ON and a Contract Management Office located in Ottawa, ON.

This job posting is being advertised in advance of award of a contract. Employment is contingent upon Nasittuq being awarded the contract.

Responsibilities:

The Program Manager is responsible for providing the resources to execute the performance and have overall accountability for meeting the requirements of the North Warning Operations and Maintenance (O&M) contract.

• The ideal candidate will have a sharp business mind and a proven ability to strategize and implement high-level program initiatives.
• Strategize, implement, and maintain program initiatives that meet the organizational objectives and contract compliance.
• Maintain program assessment processes for evaluation and continuous improvement
• Maintain organizational standards of satisfaction, quality, performance, and corporate objectives
• Maintain Inuit Benefits and relationships to achieve Corporate and Contract mandates on Inuit Employment, subcontracting and training and development.

Qualifications:

• University degree in Engineering or Science, or a technology diploma.
• Possess a Project Management Professional (PMP) certificate or be eligible for PMP certification.
• Minimum ten (10) years of experience in progressively senior management roles with large military or industrial operations and maintenance environments.
• Five (5) years of experience in senior management with significant budget responsibility managing a complex program and responsibility for a unionized work force.
• Knowledge of provision of large-scale, sophisticated technical services; Government of Canada Procurement Regulations and practices; Department of National Defence functions and structure; and, Inuit culture in Canada.
• Advanced abilities in project and executive management, excellent interpersonal skills, and well-developed analytical and problem-solving ability.
• Candidates must be Canadian citizens, be eligible and maintain Level (II) SECRET security clearance.
