Job Description

The Officer, Project Planning and Control is responsible for the quality of plans and control processes within the project. He or she prepares high level and detailed project plans and estimates to support the Project Manager and/or uses same for project fulfillment. The Officer monitors project activity, flags key issues and provides status reports to the Project Manager. He or she is also responsible for requests of goods or services, for monitoring their progress and for confirming their reception. The officer develops, maintains and tracks progress of the risk management plan for the Project Manager as required.      

Job Responsibilities

Below are the main job requirements and responsibilities for the Officer, Project Planning and Control.

  • Develops and maintains detailed project plans;
  • Responsible for preparing procurement requests (PO) and confirming services or goods received using SAP software;
  • Prepares and/or uses scope documents to validate deliverables and expenditures;
  • Prepares the project work breakdown structure from project team member input;
  • Identifies task dependencies, relationships and the critical path;
  • Works with project team members to develop resource and cost estimates;
  • Works with project team members to develop schedule estimates;
  • Monitors project activity flags key issues and provides status reports to the Director.
  • Tracks actual, forecast schedule, cost performance and incorporates scheduled updates, and earned value to identify problem areas by developing and maintaining detailed and summary project cost reports, and detailed and summary schedule performance reports;
  • Maintains key issues log and tracks progress which may include costs;
  • Analyzes issues to determine the impact on project schedule, costs and benefits;
  • Identifies opportunities to address schedule and cost issues;
  • Prepares project status reports and presentations for review by stakeholders, including union consultation(s) as required;
  • Validate work scope, budget and appropriately creates project based requisitions;

  • Tracks and may use all change request information and adjusts the project baseline as required;
  • Validates and maintains the project change control log;
  • Validates and administers all requests for changes through change control process;
  • Adjusts the project baseline as required;
  • Ensures that accepted changes have been incorporated into individual work and/or expenditure plans;
  • Develops, maintains and tracks progress of the risk management plan or expenditure plan;
  • Works with team members to develop the risk management or expenditure plan;
  • Updates the risk management or expenditure plan;
  • Tracks progress of risks or expenditures and identifies issues;
  • May work on program/project reporting and the creation and management of process tools and templates.



  • University degree in business administration OR engineering
  • Project Management program OR University Certificate in Project Management.


  • Zero (0) to Two (2) years of relevant experience desired;
  • Work experience OR internship in project planning and control, ideally in a project management office or equivalent;
  • Minimum one (1) year of relevant experience OR training by a recognized institution on MS Project software;
  • Work Experience OR internship in planning and controlling major equipment installation projects, an asset.

Other Candidate Requirements

  • Proficient computer skills with an emphasis on Excel;
  • Be able to adapt to changes, flexibility and ability to learn quickly;
  • Experience with SAP for managing the procurement of goods or services, an asset;
  • Strong communication, analytical, and customer service skills;
  • PMP or CAPM certification, an asset.
