 Key Accountabilities

To devise and implement a cost assurance, estimating and value for money strategy for the GOE OnCorr Project. Provide assurance to the client and stakeholders that the Target Prices for the project represent Value for Money:

  • Review existing maturity of Client and supply chain Cost Planning systems and procedures and advise whether they are suitable for Project Target Price Value for Money Assessment;
  • Upon review of the Cost Planning maturity, advise and support the implementation of any improvements or changes required to fulfill the Project Target Price Value for Money Assessment;
  • Advise on the requirements and implementation of an Independent Project Target Price Value for Money assessment process that will satisfy all stakeholder requirements;
  • Work with both the client and the project team to implement a collaborative culture and process for the agreement of Project Target Prices;
  • Act in an independent, impartial manner with all parties to ensure a robust Target Price is agreed which offers the opportunity of delivering the project below the Target Price through highly efficient working practices and collaboration;
  • Advise on a Value for Money Guidance Document articulating the methodology for the Value for Money Assessment and gain approval from all stakeholders;
  • Advise on the creation of Value for Money metrics in the form of a Project Value for Money Dashboard and gain approval from all stakeholders;
  • Advise on a Target Price Value for Money approval process;
  • Advise on a Rail Method of Measurement (RMM) elemental actual cost capture process to ensure continuous improvement of Value for Money assessment on the project

Role requirements

Education:                   Bachelor Degree in relevant subject, or higher.

Qualifications:            Associate Member of recognised railway systems professional institute / institution

Experience:                 A minimum of 5 or more years’ experience of commercial management experience in rail project delivery organisations. Extensive experience of large complex rail design and build projects and programs delivered under collaborative working arrangements.

Competencies:  

  • An absolute commitment to collaboration, transparency and integrity.
  • Proven capability and extensive experience of:
  • Cost and financial auditing of railway systems projects including but not limited to electrification and signalling.
  • Working within highly collaborative project environments, with the ability to work collaboratively with client organisations and their supply chains
  • Development phases of projects, providing commercial management input, including cost audits and benchmarking exercises.
  • Providing commercial management input to target cost review meetings
  • Delivering large railway systems projects including track, signaling and electrification involving a detailed understanding of the interfaces involved
  • Delivering multi-disciplinary complex projects in a live railway environment
  • Working in and around an electrified railway whilst planning and installing other disciplines
  • Working in a highly regulated project delivery operating environment

Wage: $215,000 CAD annually, commensurate with experience. Potential for performance based financial incentives and annual salary increase.
