Guided by a vision to provide a safe, efficient, effective transportation system that serves residents, businesses and visitors in an environmentally, socially and economically sustainable manner, the Transportation Services Division of the City of Toronto plans, constructs and manages the transportation infrastructure within the public right-of-way, including the public realm, sidewalks and roads in Toronto.

The Business Performance Section drives the Division's centralized business support, including contract management, procurement, performance management, corporate compliance, workforce development, systems development, and emergency planning. As a Senior Project Manager in one of the following areas, you'll make valuable contributions to advancing the Division's mission to build and maintain a resilient transportation network so that people can connect with the places, activities and communities they value:

  • Reporting to the Manager of IT Strategic & Emergency Planning, you will lead the Unit's efforts in complex and multidisciplinary divisional emergency and strategic business planning, and in developing and implementing an IT Strategic Plan that meets the emerging business needs of the Division.
  • Reporting to the Manager of Corporate Compliance, you will lead the Unit's efforts in managing Auditor General commitments, conducting internal compliance reviews, developing business processes, and providing technical training to staff.
  • Reporting to the Manager of Contract Development & Controls, you will lead the Unit's efforts in managing contract compliance, developing the Division's "Contract Management Curriculum", developing project "Stage Gate" processes, providing training to divisional staff, and leading discussions in Working Groups.
  • Reporting to the Manager of Performance Management, you will lead the Unit's efforts in managing the divisional performance management program (including creating performance measures, conducting business analytics, benchmarking, data process mapping, and data visualization), and developing business intelligence (BI) solutions.
  • Reporting to the Director of Business Performance, you will support and assist the Director in leading projects related to ongoing organizational design, change management efforts, divisional communications, space planning, inter-divisional liaison, and other centralized services provided by the Business Performance Section.

Collaborative leadership in a multi-stakeholder environment

A savvy communicator, comfortable balancing political, community and other stakeholder interests, you'll  establish, maintain and develop linkages to other divisions, agencies, boards and commissions to ensure effective partnerships and stakeholder liaison. You'll also represent the Division at working groups, standing committees, and meetings with elected officials and staff of other sections, divisions, agencies, community and special interest groups, citizens and consultants.

Full project and team management accountabilities

Adept at delivering projects – from inception through to implementation, you'll manage assigned projects, including time, budget and scope to ensure successful project execution, applying the Project Management Body of Knowledge (e.g. PMBOK from the Project Management Institute) to project planning and execution. Your focus will be on ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning, as you supervise the day-to-day operation of staff and/or multidisciplinary and inter-divisional project teams, including scheduling, assigning and reviewing work.

Sharing knowledge and promoting innovation

By conducting research into your assigned area and maintaining an awareness of developments and advancements in relevant fields and adjacent jurisdictions, you'll improve your technical competency and be able to provide state-of-the-art advice. This will include providing strategic planning on assigned projects, while considering implementation challenges and financial implications to the City. Senior management will also rely on you for strategic policy advice, day-to-day operational support and professional judgement on complex and contentious issues.

KEY QUALIFICATIONS

Among the strengths you bring to the role of Senior Project Manager will be the following key qualifications:

  1. University degree in planning, civil engineering, procurement, project management, or a discipline pertinent to the job function, or an equivalent combination of education and experience.
  2. Extensive experience in a project management leadership role delivering projects, activities and assignments, from inception through to implementation, with minimal direction while balancing political, community and other stakeholder interests.
  3. Extensive experience in one or more of the following:
    1. Managing/leading/developing complex multidisciplinary contracts and projects;
    2. Performance management, database architecture, performance measures development and business intelligence development;
    3. Information and data management services, technical training, and internal process audit/compliance reviews;
    4. Managing/leading/developing emergency management program and strategic business planning;
    5. Organizational development, change management and project management.
  4. Extensive experience in developing and implementing strategic plans that include clear objectives and an implementation plan.
  5. A PMP designation would be an asset.

The innovative Senior Project Managers we seek will have critical judgement, analytical thinking and problem-solving skills to deliver on demanding assignments, and highly developed interpersonal skills to effectively represent the Division, maintain relations and work with a multitude of internal and external stakeholders, and communicate at all organizational levels.

Given your background, you bring knowledge of legislation and policies related to the position, including the Occupational Health and Safety Act and the Construction Act as amended, as well as procurement and financial bylaws. A fundamental knowledge of related software applications (e.g. MS Office, Visio, Project, Tableau, SAP Analytics Cloud, Power BI, etc.) is also expected.

In response to emergency events, you must be able to work weekends and evenings, and be on call/standby, as required, to support the Division.

Salary Range: $103,303.20 - $121,368.00 per year
