The Strategy and Portfolio Team is currently seeking to fill a position of Section Head - Project Portfolio and Performance.


Reporting to the Director - Strategies and Project Portfolio, the Head of Section is responsible for overseeing, planning, organizing, coordinating and controlling activities related to project portfolio management and project benefits management. . He is responsible for providing the necessary support to the CCQ's Project Portfolio Management Committee (PMC), which is composed of senior management.

These responsibilities are designed to ensure availability and quality of information so that the PMB can make informed decisions and effective accountability at all levels. He acts as an expert in the field of portfolio management and project management for the organization.


  • Lead, coordinate and control the underlying activities of his team. Maintain, optimize and harmonize the performance of his team.
  • Supervise the work of the employees under his responsibility and ensure their development. Make adjustments and provide support to the team according to needs and requests (coaching, calibration meetings, feedback, etc.). Evaluate performance, ensuring achievement of objectives and adherence to directions. Maintain and promote staff engagement through managerial management.
  • Ensure the evolution, optimization and application of the project accountability management framework by supporting the various stakeholders (business lines, project managers and IT project controllers, Governance IT, Finance) in the understanding of processes, methods, tools and templates.
  • Act as a resource person to resolve specific situations in the course of projects.
  • Organize and support the activities of the Project Portfolio Management Committee (PMC), including: preparing meeting agendas, ensuring the presence of the required guests according to the topics, and preparing for the meeting. state the portfolio and add comments, write the minutes of the meetings, update the decision register and master plan following the decisions and follow up actions. To issue, when required, its opinion and recommendations on topics requested by the committee.
  • Coordinate the gateway review committee, make recommendations on the content and layout of gateways, guide stakeholders in their preparation of their presentation to the PMB.
  • Organize and coordinate the annual project portfolio planning exercise with the different stakeholders.
  • Conduct project post-mortem workshops to identify improvement actions to be implemented. Track post-mortem actions.
  • Participate, as required, in the development, refinement and revision of the Section's policies, directives, methods, procedures and processes based on established directions. Contribute to fueling the business intelligence of its management while contributing to continuous improvement, including through recommendations. Produce performance indicators related to its operations.
  • Ensure, through various communication vehicles, the accountability of the activities under his responsibility. Produce deliverables according to the needs and expectations of its management (eg statistical reports, activity reports, reports, action plan, etc.).
  • Collaborate with other stakeholders of the CCQ. Initiate and participate in different types of meetings / committees.
  • Support the organization in any other related tasks related to its expertise.


  • Undergraduate university degree in Project Management, Business Administration, Computer Science or an appropriate discipline
  • Ten (10) years of relevant experience in project / program and project portfolio management
  • Experience in project management solution such as MS-Project and PPM (Microsoft)
  • Three (3) years of relevant experience in personnel management
  • PMP Certification and / or Masters in Project Management (an asset)
  • Coaching / coaching experience (an asset)
