File Number: 4031 Employee Group: Local 101 Service Area: Environment and Infrastructure Division: Regional Water Job Type: Full-Time Permanent # of Openings: 1 Summary of Duties: Reporting to the Manager, Capital Programs, the Asset Management Coordinator is responsible for maintaining an up-to-date understanding of the conditions and functioning of assets at facilities administered by the Regional Water Supply Division. On a continuing basis, this role is responsible for recommending and implementing an asset renewal, repair, and replacement strategy, and for ensuring that all necessary testing on equipment occurs in order to ensure the safe and consistent operation of the system.Work Performed: Coordinate the Asset Management Plan for the regional water systems, including updates of asset valuation, condition assessment, etc. Maintain and update the asset registry and asset management system following operational changes from maintenance and repair activities, capital replacement of assets, the construction and installation of new assets under the annual Capital Budget, and internal administered RWS assets including security related assets and Information Technology/Operational Technology assets. Establish asset replacement priorities for the Capital and Operating Programs by analyzing computerized data inventories, studies, reports, and condition assessments, including the preparation of construction cost estimates. Monitor the computerized maintenance management system (CMMS) utilized by the contracted operator and make recommendations for improving related data collection and utilization for improved data-driven decision making. Undertake periodic audits to ensure consistency and accuracy of data being entered into the computerized maintenance management system, or other related databases. Undertake and manage condition assessments of the assets of the regional water systems and monitor periodic condition assessments undertaken by the contracted Operating Authority or other third-party specialists. Review and apply vendor specifications and other operations control requirements. Prepare procurement documents and forms for Consulting Engineers. Review and recommend submitted proposals for approval. Prepare designs, estimates and agreements for construction and maintenance works and coordinate the work of consultants performing similar activities including conducting technical review and preparation of engineering comments of consultant design submissions. Schedule, arrange, attend and chair meetings with contracted operations, consultants, contractors, and other external agencies and authorities to plan, coordinate and discuss projects. Review payment certificates, change orders, purchase orders, and invoices for contractors and consultants for work performed, correctness and progress of work, and recommend to Manager for approval. Administer capital works projects, including monitoring the project for compliance with the applicable standards, specifications, polices and procedures, and applicable Health Safety Act and Regulations and take action appropriate to correct contraventions. Communicate needs and objectives of Regional Water leadership to contracted operators and respond to inquiries from contractors as required. Analyze data related to asset conditions, predictive asset maintenance, and reactive asset repairs undertaken on the regional water systems and make recommendations related to asset investments and lifecycle renewals and/or related changes to the operation and maintenance program. Assist project managers and divisional staff with data required for the preparation of business cases related to assets of the regional water systems, including a detailed assessment of asset condition and performance. Provide data and information to assist in the development of annual Capital Budgets for the regional water systems. Collaborate with project managers and divisional staff to monitor, reconcile and liaise withFinance/Tangible Capital Assets group of the City of London related to the assets of the regional water systems. Prepare reports and supporting documentation for Lake Huron and Elgin Area Primary Water SupplySystem Boards of Management and recommends to Manager for approval. . Conduct and coordinate technical review and prepare engineering responses on water transmission and treatment plant requirements resulting from Planning Act Applications. Prepare, investigate, develop, and recommend new and changes to existing technical standards, policies, and procedures of the Division. Qualifications: Minimum three-year community college civil engineering diploma (or equivalent) Full member of the Ontario Association of Certified Engineering Technicians and Technologist (OACETT) or Associate Member of the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) with full membership as a Certified Engineering Technologist completed within three years. Experience: Minimum of four years of experience working in an engineering or technology related field, during which responsibilities included project management and contract administration. Specialized Training & Licenses: Skills and abilities in the following areas are necessary: Demonstrated proficiency in Microsoft Office including word processing and spreadsheets and ability to use database and asset management software. Ability to read and interpret technical reports, studies, assessments, engineering drawings and engineering specifications. Ability to understand and apply regulatory policies and guidelines. Valid G Driver's Licence. This position requires the incumbent to travel to various sites associated with Regional Water Supply. Working knowledge of Confined Space Entry practices, and Standard or Intermediate First Aid with CPR. Compensation & Other Information: $62,220 - $90,408 (Level 14) This posting is for one (1) permanent full-time position being filled on a permanent full-time basis. (This position is currently under review.) Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. Work Arrangement: Hybrid. Subject to change in accordance with business requirements. These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays. NOTE: Applicants may be required to complete a job related test.Police Record Check: The successful candidate will be required to complete a Criminal Record Check.
