Job Description

The Regulatory Compliance and Assistant Planner/Scheduler Technician provides their control and instrument technical expertise and supports the Swan Hills Treatment Centre (SHTC) with improving regulatory compliance using process/design industry best practices. Participates in overseeing the day-to-day operations, collaborates with key stakeholders to identify and meet all the regulatory requirements as per licence, and develops strategies for proper PM. Assists Planner/Scheduler for the Operations and Maintenance Departments with the planning and scheduling of all prevenative maintenance (PMs) and work orders to minimize downtime of our 24/7 operation of the Swan Hills Treatment Centre (SHTC), and strives to improve work force productivity and work quality throughout the facility by anticipating and eliminating potential delays through planning and coordination of various task activities. The Planner/Scheduler maintains close liaison with all facility departments in order to improve overall maintenance effectiveness and operational availability.

The incumbent is instrumental in the operation achieving its preventive and predictive maintenance goals. It is required to identify, plan, quantify and schedule the correct maintenance activities required to achieve the organizational and department objectives and KPIs.

This position operates within a COR, ISO 17025 certified, and OHSAS 18001 and ISO 14001 conforming plant environment and is expected to comply with all regulatory requirements. The facility operates on a 24/7 basis.

Key Responsibilities:

The duties of the Regulatory Compliance and Assistant Planner/Scheduler Technician are as follows, but are not limited to:

  1. Understands and promotes the Company, Division, Plant, and Department's mission statement, values, and strategic goals.
  2. Proactively promotes through example, a safe work ethic, attitude, and workplace. Complies with all health and safety policies, standards, and procedures to achieve a safe work environment for all staff and visitors. As well, follows the Company, Client and Regulatory Agency safe work practices.
  3. Maintains effective working relationships and communication with peers, management, and other Company representatives. Effectively resolves any conflicts in a timely and respectful manner.
  4. Promotes a quality-first work ethic and provides a service of the highest standard achievable.
  5. Maintains confidentiality in compliance with all regulatory, Company Privacy, and Confidentiality policies and procedures.
  6. Safely operates company-owned, leased, or rented vehicles.
  7. Reviews alarm printouts and identify discrepancies, reporting these to supervisor and opertions.
  8. Designing and developing new control systems.
  9. Testing, maintaining, and modifying existing systems
  10. Analysing data and presenting findings in written reports
  11. Managing operations of existing system
  12. Meet all regulatory compliance as per license
  13. Prioritizes and screens all work requests.
  14. Schedules and assists with maintenance planning activities, both long and, short-range. Develops the maintenance schedule through IVARA. Monitors work completion and commentary. Analyzes scheduling variances to improve future planning, scheduling and work execution.
  15. Communicates with all departments to effectively coordinate work activity.
  16. Maintains, reviews and assesses the work order backlog. Confirms that backlog work reflects current priorities.
  17. Coordinates with Procurement for the acquisition of materials and services to allow timely repair, or installation of, equipment.
  18. Provides accurate estimates for facility activities by scheduling and attending meetings with various departments. involved, reviewing completed schedules and providing weekly communication to all facility departments.
  19. Develops overall shutdown plans. Identifies specific shutdown goals.
  20. Meets with the Maintenance Supervisor to confirm which trades people will be assigned which tasks when and how.
  21. Develops and distributes reports based on work order activity.
  22. Follows the business flow to identify and submit improvements to the facility.
  23. Visits job sites to help scope and job tasks.
  24. Supports other initiatives of the Plant to promote a healthy and positive work environment .
  25. Completes other duties as assigned.

Qualifications

Knowledge, Skills and Experience:

  • Apprenticeship Training and/or an inter-provincial Journeyman Trade Ticket (Electrical /Instrumentation.) or Technical School Diploma in a related field such as Electrical Engineering.
  • Electrical Engineering or control engineering or combination of demonstrated engineering experience, aptitude, and specific skills training.
    • Advanced Process Control (APC)
    • Distributed Control Systems (DCS)
    • Programmable Logic Controllers (PLC)
    • Supervisory Control And Data Acquisition (SCADA)
  • Minimum of 2 years related industrial/residential process experience.
  • Preference for 3 to 4 years related experience.
  • Minimum of 1 year maintenance-planning experience in an industrial process plant environment is required; however preference is for 3 to 5 years related experience.
  • Experience with IVARA or a similar Computerized Maintenance Management System (CMMS) is required.
  • Ability to collect, analyze and report on maintenance data.
  • Effective customer service attitude and commitment to providing exceptional customer service and quality results.
  • Effective interpersonal and conflict management skills to facilitate working effectively with wide range and number of people, including peers and manager, employees, and other departments, divisions, and management within all levels of the organization.
  • Effective negotiation, persuasion, and listening skills to facilitate successful resolution of employee and management concerns and requests.
  • Effective verbal and written communication skills to facilitate and promote open discussions and understanding.
  • Ability to develop and deliver presentations and facilitate meetings.
  • Effective time management, decision-making, and planning and organizing skills.
  • Attentiveness to details and ability to manage a diverse workload within a fast-paced environment with changing multiple priorities and frequent interruptions.
  • Ability to work collaboratively as part of a team as well as independently with minimal supervision.
  • Proven organizational and creative-problem solving skills.
  • Strong computer skills to operate MS Office Suite (especially Outlook, Excel, and Word) and IVARA and subsequent computer programs.
  • Excellent troubleshooting skills.
  • Ability to maintain confidentiality to comply with all regulatory requirements and Company Privacy and Confidentiality policies and procedures.
  • Ability to complete all conditions of employment including criminal record check, negative alcohol and drug test, current and clean Class 5 driver's licence, pre-employement medical , and background check.

Work Environment:

Permanent position offered on a full-time basis.

The Planner/Scheduler is eligible to participate in a Compressed Work Week Schedule, thereby working four, ten-hour days each week. To achieve operational requirements and business-hour coverage at all times, incumbent may be required to occasionally change/adapt their hours. Options within the Compressed Work Week Guidelines are Monday to Thursday or Tuesday to Friday and 6:00 am to 4:30 pm or 7:00 am to 5:30 pm with a 30-minute scheduled lunch break. Position is based on a 40-hour work week. With prior approval, incumbent has flexibility to adapt hours to meet business and personal needs.
