Position Title: PSM (Process Safety Management) Specialist

Team and Location: Parkland Refinery - Burnaby, BC

Salary: $100,000 - $125,000 / annum

Position Summary:

The PSM Specialist helps manage and reduce process safety risk and help ensure ongoing compliance with applicable regulations and standards at the Parkland Burnaby Refinery. This position is the administrator of the Management of Change (MOC) Process supporting the integration of the MOC process with other processes and maintaining alignment with industry process safety best practices and applicable standards.

While this role's primary focus is the MOC Process, Process Safety accountabilities are distributed throughout the Process Safety team and everyone plays a key role in managing the main process safety related programs and processes that support the business' objective e.g., Process Hazard Analysis (PHAs), Incident Investigations, Operations Procedures and Safeguard Assurance.

MOC Steward and Administrator:

  • Advise on the Parkland Burnaby Refinery's Management of Change (MOC) Process.
  • Ensure streamlined integration of the processes with other refinery work streams and protocol, namely Pre-Start-Up Safety Reviews and Process Safety Information processes.
  • Maintain the integrity of the MOC process through the auditing of adherence to the process as well as the quality of execution from initiation to close out.
  • Report on the health of the MOC process through established KPIs.
  • Super User / Business Administrator for the MOC Software Visium KMS. Responsible for End User configuration to support the continuous improvement of the MOC Process and the management of user profiles and security settings.
  • Steward the MOC process and software application, up to and including mentoring, training, streamlining, removing barriers and continual improvement.

General Process Safety Management:

  • Lead assigned Process Hazard Analysis reviews (HAZOP, What-if, checklist reviews) for small projects and site modifications.
  • Support Incident Investigation for process safety related events, lead investigation teams as appropriate and as assigned.
  • Support Owners of Action items identified with the MOC, PHA or Investigation Processes with developing and delivering action closure plans. Utilize engineering skills, knowledge and experience to recommend and select options to reduce risk.
  • Provide functional safety expertise to the Operation, Maintenance, Plant Engineering, and Capital Project Departments.
  • Process safety element specialist support as required by the business.

Qualifications and Skills:

  • 3-10 years of refinery or industrial plant technical, operations, or maintenance experience.
  • Knowledgeable of Process Safety Management and the Canadian PSM regulation CSA Z767-17.
  • Practical experience and understanding of MOC principles for projects and processes.
  • Experience using Visium KMS.
  • Certified PHA Facilitator or extensive participation experience with a passion to learn.
  • Proficient in Microsoft Office (MS Word, Excel, PowerPoint).
  • Incident Investigation Facilitation Training (TapRoot Preferred).
  • Industrial Operations or Operations support experience is an asset.
