Main Purpose and Function
Superintendent I's are responsible for optimizing efficiency, managing budgets, presenting metrics, developing process improvements, ensuring that the needs of internal and external customers are met, and creating purpose and direction for their teams. Superintendent I's are accountable for the scope, schedule and budget of project and program work within their respective areas of responsibility. Superintendent I's are responsible for leading and developing front line staff. They must ensure every team member understands branch goals and objectives and enable the team to achieve them by providing guidance, feedback and training. Superintendent I's must manage their teams in a safe and responsible manner ensuring they adhere to all regulatory obligations, safety procedures and branch policies.
This position is part of an interdepartmental team (Integrated Response Team, IRT) responsible for addressing temporary structures in the public realm and seeking compliance with City and Park Board by-laws. The IRT works tactfully and compassionately with individuals experiencing homelessness and/or individuals who may live with issues related to substance use, mental health, physical and/or cognitive disabilities and other issues related to poverty and marginalization. As part of the work, this position develops response plans, identifies priority levels and sets targeted response times for each case assigned to the IRT, based on case-by-case assessment of a variety of factors, to arrive at decisions. Cases with high complexity will be presented to supervisors for review.
The position reports to the Superintendent II, Integrated Response and manages a team comprised of By-law Enforcement Officers, Site Supervisors, Operators and their crews. The position communicates and collaborates with a range of staff within the branch and across City departments, as well as externally with members of the public and businesses.
This position works collaboratively with partners from a variety of internal and external groups, including ACCS Housing and Homelessness Services, Park Rangers, Vancouver Fire and Rescue Services, Vancouver Police Department, and others as needed.
