Job Description

The main requirements of the role are to;

  1. Provide technical and project management support through contract development, design construction and commissioning of the North End Water Pollution Control Centre major capital projects.
  2. Work on site and in the office with the Veolia Winnipeg Team
  3. Assist the Program Team in the leadership and delivery of various Major Capital Projects for the Winnipeg Sewage Treatment Program (WSTP). To start this position will be supporting Project 1 - Headworks Upgrade.
  4. Support Veolia's role in the Capital Program Delivery for the WSTP.
  5. Provide support to the City Project Managers within the Winnipeg Sewage Treatment Program (WSTP). Be willing to take on an active role in the project management by reviewing documents and attending meetings. Work with the City Project Manager to plan ahead, identity upcoming issues, discuss multiple options, then actively take part in implementing the solution.
  6. Audit, assess, evaluate and provide recommendations to the Winnipeg Sewage Treatment Program Team
  7. Assist the WSTP with operational change management.
  8. Veolia and the City of Winnipeg entered in a 30-year Program Agreement in 2011. Part of Veolia's role is to provide support services during capital program delivery. The successful individual will be a part of a diverse team to assist in delivery of three (3) major projects worth approximately $2 billion dollars.

PRIMARY RESPONSIBILITIES / JOB DUTIES

Support the WSTP as an integral player by:

  1. Managing, maintaining, tracking and facilitating all objectives as a service for the City of Winnipeg Engineering Division to ensure achievement of project goals and implementation of all changes to the various contracts as part of the WSTP.
  2. Participate and provide recommendations to the Program Team during all phases of the project.
  3. Liaison with multiple working groups and external stakeholders to promote collaboration and progress on the Projects.
  4. Provide input to the Program Team during the execution phase. Assist the City's Program Team with review of Contractor deliverables during construction. (e.g. Financial information, Scope validation, design packages, stakeholder reviews, scheduling, etc.)
  5. Review of Contract Change Orders, RFIs, NCRs etc. to provide input and mitigate risks during construction
  6. Participate/Manage the monitoring and review of project risk processes to ensure successful project outcomes.
  7. Development of capital target costs and cost control monitoring during execution of major construction contracts.
  8. Understand the interactions/impacts between existing plant processes and new construction in order to provide strategic mitigation of risks.
  9. Support and aid the Controls Manager with commenting on Progress Estimates, Risk Registry, Change Management and Schedule revisions
  10. Ensure that a strong safety culture in adopted by all parties on the project and report any safety concerns to the Safety Officer and management staff.
  11. Manage and communicate all daily site issues with the relevant stakeholder and ensure resolution is achieved.
  12. Provide or facilitate knowledge and expertise to the client in understanding and resolving technical issues relating to treatment process; construction or other technical areas.
  13. Develop and support the implementation of program strategies fostering "Best for Program" decisions.
  14. Attend Project/Program meetings regarding the WSTP to identify any cross risks.

Qualifications

KNOWLEDGE, SKILLS and EXPERIENCE

  • Educational Background Degree in a relevant Engineering discipline or Construction Management, Project Management or able to demonstrate an equivalent level of knowledge.
  • Knowledge Minimum of 10 years' experience with 5 years' experience directly related to Project or Program Management
  • Project Management Professional (PMP) certification is desired, or commit to acquiring the designation within two years.
  • Characteristics Capable to play a central role in coordinating and integrating progress across internal and external program team member
  • Process improvement and re-engineering, balancing efficiency and effectiveness
  • Must have the capability to conduct analyses on complex data sets and review large complex technical reports.
  • Must demonstrate ability to pay close attention to details, and present good planning, organization, and time management skills.
  • Must have the ability to handle diverse tasks simultaneously and be able to work effectively with interruptions. Ability to handle confidential or sensitive information or issues.
  • Must demonstrate ability to work in a team environment and willingness to assume additional or new responsibilities
  • Must demonstrate effective oral and written communication skills and the ability to independently compose routine written communications.
  • Must demonstrate ability to adapt communication style for diverse audiences from construction site / plant floor to senior management.
  • Must demonstrate the ability to guide others and deliver through other people / groups without direct management control.
  • Must have strong partnering abilities to develop networks and build alliances; collaborate across boundaries to build strategic relationships and achieve common goals.
  • Must have previous experience with engineering or construction project management processes including good knowledge of Design Build processes from development, procurement, design, construction and through commissioning of a complex facility.
  • Must have previous experience with Project Management and business process quality control.
  • Good understanding of progress monitoring and controlling in project management frame work
  • PC skills with expert working knowledge of MS Excel and Share-Point. Ability to develop spreadsheets and modify formats in order to complete assignments.
  • Working knowledge of ACONEX considered an asset
  • Experience working in the Google Suite of office tool would be considered an asset
  • Veolia is the world's largest environmental service provider and the City of Winnipeg protects the environment and public health. Demonstrating knowledge of current local or world environmental challenges will be an advantage.

WORK ENVIRONMENT

  • 100% at site/office.
  • Possible Work Hazards: Must take care in moving or lifting office supplies. Exposure to industrial and construction plant hazards including excavations, noise, heavy equipment, fumes and chemicals.
  • Physical Demands: While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand; walk; and stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus.
