Building and maintaining our provincial infrastructure is no small job.

The Department of Public Works designs, constructs and maintains provincial highways, public buildings, bridges and other related infrastructure.

With a mandate to provide the safe and efficient movement of people and goods, the maintenance and upkeep of our 23,000 kilometers of roads and highways and 4,100 bridges is paramount to our core responsibilities.

About Our Opportunity

Under the direction of the Executive Director, Partnerships and Funding Programs, the Director of Federal Infrastructure Programs and Stakeholder Engagement is accountable for developing Nova Scotia's approach to gaining federal funding for Nova Scotia's infrastructure needs and for the ongoing implementation and management of funding programs. In addition, they are responsible to advise and assist others in accessing funding for their infrastructure needs and to create and foster relationships with funding partners and stakeholders.

Primary Accountabilities

Some of the primary accountabilities in this role include:

  • Designing, developing and delivering government's overall infrastructure funding programs strategy.
  • Developing policies for infrastructure programs management.
  • Ensuring Nova Scotia's strategic interests are represented in infrastructure negotiations, with federal partners and industry partners.
  • Providing strategic business case and project development advice to government departments, agencies, municipalities, and other external stakeholders.
  • Serving as provincial representative on federal infrastructure funding program working groups.
  • Establishing and providing oversight of processes to ensure federal/provincial cost sharing arrangements are properly managed and adhere to federal government requirements.
  • Developing and maintaining formal partnerships and collaborative relationships with key stakeholders internal and external to government.
  • Leading strategic projects.
  • Ensuring the effective management of human and financial resources.

Qualifications and Experience

A university degree in a relevant discipline (e.g., Engineering, or Finance) and an associated professional designation with several years of progressive leadership experience, with a minimum of 5 years in a professional/financial management role is required. An acceptable equivalent combination of education, training and experience may be considered.

Demonstrated experience collaborating with all levels of government and knowledge of a various project delivery methods, including Public-private partnership, are considered assets.

Drawing on previous experiences, with a proven ability to accomplish goals and objectives, you balance priorities and conflicting views, meet deadlines, and achieve specific and accurate outcomes, often within a very tight time frame and with competing deadlines. You possess exceptional communication skills (written and verbal) with a proven ability to build and maintain relationships. You have strong attention to detail and analytical skills, with a demonstrated history of providing innovative solutions and sound advice. You are an effective leader valuing teamwork and collaboration and form and grow relationships that foster trust and collaboration between partners, colleagues, and internal/external stakeholders.

Pay Grade: EC 14

Salary Range: $4,461.45 - $5,576.81 Bi-Weekly
