Facilities Decommissioning (FD) is responsible for the execution of activities associated with the safe storage of facilities managed by FD and for physical decommissioning of facilities at CRL, Gentilly 1, Douglas Point and NPD. Storage-with-surveillance requires that routine monitoring, testing and inspections are performed to schedule to meet or exceed compliance requirements. Decommissioning projects encompass planning, managing and completing large and complex decommissioning projects to the full satisfaction of project Clients and Stakeholders (NRCan, CNSC).

The CRL Decommissioning Technologist will be part of the CRL Decommissioning Program Execution group and is accountable to the Decommissioning Project Manager for ensuring that activities performed as part of storage-with-surveillance, maintenance or decommissioning projects are performed safely and in accordance with applicable procedures/plans, activities are documented and the methods and work practices meet or exceed compliance programs and regulatory requirements. In particular the Decommissioning Technologist will ensure that their actions and reviews address health, safety, security and environmental requirements of CNL. This position will be supporting decommissioning activities at CRL and/or NPD.

What will you be doing !

The Decommissioning Technologist is responsible to support design, walk-downs, construction, commissioning, decommissioning and demolition as required. The CRL Decommissioning Technologist must have training or experience to demonstrate their ability to perform the following roles:

  • Propose ingenious, practical and economical solutions to decommissioning challenges;
  • Research state of the art equipment and technologies to support decommissioning activities
  • Evaluate new and existing technologies and provide advice to meet project objectives;
  • Prepare justification documents for the purchase of capital equipment;
  • Prepare documents (training, operating instructions, maintenance procedures, decommissioning work plans);
  • Manage the inventory of assets;
  • Ability to operate complex or unique field equipment;
  • Lead and/or monitor performance of others;
  • Monitor and evaluate the performance of specialty equipment and processes to support decommissioning, prepare quality records of observations/analysis, and recommend upgrades/improvements as the technical expert.
  • Provide input for the development of the annual and strategic plans/budgets for the procurement of capital and non-capital equipment;
  • Review and provide input to project schedules, project tasks, etc; and
  • Work within a team environment to safely achieve the business commitments.

What we are looking for :

The CRL Decommissioning Technologist will be part of a matrix organization providing input to the decommissioning processes throughout the life cycle of the facility once it has been turned over to decommissioning. S/He/They must be able to interpret project needs and propose innovative and cost effective approaches to satisfy the needs. Recommendations are normally accepted by others as technically accurate and feasible. The general requirements include:

  • Graduation from a recognized institute of advanced technology or equivalent formal education/training OR Secondary School Graduation Diploma or equivalent and normally has more than 3 years pertinent experience or the equivalent in experience, additional education, and/or training.
  • NRU building system knowledge is considered an asset.
  • Excellent oral and written communication skills.
  • Proficient with the MS Office suite.
  • Knowledge and application of radiation protection principles, measurements and contamination control. A minimum of Group 3 certification is required.
  • A good knowledge of CNL’s policies, procedures, practices and organization, including project management, engineering, quality assurance, procurement, waste management, etc.
  • Effective at leading, team building and communicating to organize and direct a working group would be considered an asset.
  • To be responsible for the safe and proper operation and use of equipment.
  • Experience working in the field to undertake independent highly specialized technical work of a complex and unique nature.
  • Capable of interpreting complex drawings and specifications in either paper or electronic format.
  • Knowledgeable of CNL’s compliance program requirements and experience in preparing/providing supporting documentation to demonstrate compliance.
  • Ability to work effectively independently or in a team to meet schedule deadlines.

Security clearance eligibility required:

Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.

  • Review and comment on documents related to the CRL Facility Decommissioning program.
  • Work with trades, project staff, radiation protection, operations and other support groups to resolve problems and issues related to the CRL Facility Decommissioning program.
  • Be capable of working through problems and design issues during decommissioning activities.
  • Work closely with the CRL Facility Decommissioning Supervisor, Health Physicist and Project Managers along with the CRL Facility Decommissioning Manager to satisfy various requirements and develop the best solutions.
  • The ability to Make recommendations for improvements to the CRL Decommissioning Facility Manager would be considered an asset
  • Perform field observations, analyse data and make recommendations.
  • The Ability to Set priorities and assign work accordingly would be considered an asset.
  • The Ability to Make timely decisions to maintain or improve productivity would be considered an asset.
