Position Summary

The Assistant Vice-President role is in the Property Standards & Construction department and will be responsible for providing leadership and management of the Property Standards & Construction team, including the regional managers and project managers within that department. Coordination between the construction stakeholders and the Homestead operational team is essential to ensure projects are completed on time, on budget and with the least disruption possible to the occupied buildings. This role will also involve collaborating with other departments (and department heads) across Homestead, including the Operations team, HVAC team, Energy & Sustainability team amongst others.

The AVP, PS&C will be responsible for coordinating quality control of the work, schedules and budgets and manage the relationship between the contractor(s), consultant(s) and the property management team to facilitate the projects. This includes coordination with governing bodies to ensure incentives are obtained for appropriate work. The primary focus will be oversight, support, direction and mentorship of the existing PS&C management team to deliver on these goals. This role is based out of our Kingston corporate office.

Responsibilities:

  • Provide subject matter expertise, oversight and management in determining priorities and leading the project management team on the capital planning and implementation of construction projects on existing multi-unit residential building portfolio.
  • Set strategic goals for the Property Standards and Construction team, review and monitor progress and provide leadership and mentoring to the balance of the team to enhance performance and further their development.
  • Understand and recommend opportunities within the building portfolio for enhancing value through strategic spending on assets.
  • Have a detailed understanding of energy efficiency and look for opportunities to leverage capital projects to achieve both building maintenance objectives and enhance building performance.
  • Collaborate with management staff from both HVAC and Energy & Sustainability to ensure strategic alignment between capex plans and to enhance synergies in project implementation.
  • Attend management meetings as required and ensure compliance of PS&C team with company policies and procedures.

Requirements:

  • University degree in Engineering and a combination of education and experience in the application of principles and practices of facility operations and construction.
  • Has obtained a Professional Engineering designation to practice in the Province of Ontario (P.Eng.).
  • Extensive experience of progressive project development and/or implementation experience, including, renovation and multi-phased major building projects.
  • Strong administrative and budgetary skills involving building capital programs and operating budgets.
  • Extensive experience managing professional staff, consultants, construction firms and general contractors and leading project teams.
  • Knowledge and application of project management methodology, construction techniques and materials.
  • Demonstrated knowledge of applicable codes and government legislation including, but not limited to, the Occupational Health and Safety Act and its Regulations, the Construction Lien Act, The National Fire Code, Ontario Building Code, Construction Standards Association, etc.
  • Possess a valid Ontario driver's license, class "G" and use of a personal vehicle for travel to sites.
  • A sound understanding of building envelope, structural, mechanical, and electrical construction details and systems.
  • Professional affiliations that would be of benefit: Professional Engineers of Ontario (PEO), Ontario Building Envelop Council (OBEC), Roof Consultants Institute (RCI), Project Management Professional (PMP)
