Position Summary

This is a remote position located in Ottawa.

Thales Canada Defense and Security, in partnership with MODIS and KWESST, has recently been awarded a contract to support, sustain, operate, and evolve the Information Technology Information Technology Infrastructure and Engineering Environments used by Department of National Defense (DND) DIRECTORATE LAND COMMAND SYSTEMS PROGRAM MANAGEMENT SOFTWARE ENGINEERING FACILITY team. More specifically, supporting the Software Engineering Facility Local Areas Network (DSEF) LAN, manage and support activities related to DLSCPM test environments including various unclassified and classified test lab environments, and at various service levels; and support any additional communities of interest and technical environments as required.

In support of this program, the Senior Software Specialist will be responsible for the maintenance and development of Canadian Army Command and Control (C2) Specialty Applications.

Key Areas of Responsibility

  • Reviewing, analyzing, and providing recommendation on software and applications interface documentation.

  • Recommending software related system level solutions for discrepancies, deficiencies, and changes to equipment and specifications.

  • Liaising with software development and application technical groups to ensure system integrity, performance, reliability, and maintainability.

  • Providing software and application integration, analysis, and evaluation support.

  • Preparing the planning and procurement support documentation for software and applications.

  • Reviewing, analyzing, and providing recommendations relating to software components and associated documentation.

  • Conducting design, technical, and management reviews to monitor, advise, and report on progress and potential problems.

  • Conducting and/or witnessing software integration testing and evaluation.

  • Conducting technical definition studies and options analysis.

Minimum Requirements

Mandatory Experience

  • Minimum of 5 years of demonstrated experience as a Software Engineer on Military C2 systems.

  • Minimum of 2 years of demonstrated experience as a Software Specialist within an IPT for an onsite client.

  • Minimum of 6 years of demonstrated experience in the preparation of technical concept documents, system specifications, and technical proposals in the field of Information Technology / Information management or engineering.

  • Minimum of 8 years of demonstrated experience in a minimum of 4 of the following:

  • Communicating information technology frameworks/strategies to management and technical staff.

  • Communicating system engineering direction for projects or systems.

  • Providing advice, guidance and recommendations on technical issues to support the decision-making of senior management.

  • Leading multidisciplinary teams in the development of IT tactical systems, frameworks or strategies; or

  • Performing strategic, operational or tactical planning for projects or systems to meet corporate strategy.

Knowledge, Skills, & Abilities

  • Excellent communication skills, both written and verbal - with the ability to communicate information technology frameworks/strategies to management and technical staff, as well as communicating system-engineering direction for projects or systems.

  • Providing advice, guidance and recommendations on technical issues to support the decision-making of senior management.

  • Leading multidisciplinary teams in the development of IT tactical systems, frameworks or strategies.

  • Performing strategic, operational or tactical planning for projects or systems to meet corporate strategy.

  • Proven problem solving and analytic skills with a track record of successful outcomes.

  • Recognized for ability to engage stakeholders at all levels of the organization and externally with customers.

  • Strong business acumen and ability to identify and address issues within a complex business environment; and

  • Capable of developing strong relationships across the business through excellent customer service.

Education

  • College Diploma in Computer Technology; or a Bachelor of Science; or suitable engineering or technical field required to support Land C4ISR.

  • Current industry recognized qualification in area of expertise.

Preferred Qualifications

Preferred Experience

  • 14 years of demonstrated experience in 5 of the following:

    Software engineering within a Client/Server Environment or Collaborative Environments.

    Managing, Analyzing, Designing, Modeling, and Implementing software systems.

    Communication engineering (Hardware, Software and Network) or Specialty engineering (Security, Modeling and Simulation, ISR);

    Software Engineering for Real-Time systems, Distributed Systems, embedded systems or mission critical systems environments.

    Software Integration: hardware and software, (COTS and/or custom developed) components into new or existing systems.

    Demonstrated experience in the field of Firepower, ISR, C4ISR, or Modelling and Simulation software development; or

    System life-cycle management for software systems.

  • 5 years of demonstrated experience as a Software Specialist within an IPT for an onsite client.

  • 10 years of demonstrated experience in the preparation of technical concept documents, system specifications, and technical proposals in the field of Information Technology / Information management or engineering; and

  • 10 years of demonstrated experience in each of the following:

    Communicating information technology frameworks/strategies to management and technical staff.

    Communicating system engineering direction for projects or systems.

    Providing advice, guidance and recommendations on technical issues to support the decision-making of senior management.

    Leading multidisciplinary teams in the development of IT tactical systems, frameworks or strategies; and

    Performing strategic, operational or tactical planning for projects or systems to meet corporate strategy.

Experience with one or more of the following Canadian Army C2 Specialty Applications would be an asset:

  • Fires Automation Targeted Effects System (FATES).

  • Indirect Fire Control Software Suite (IFCSS).

  • Engineer Command and Control Information System (EC2IS).

  • Variable Message Format Processor (VMFP).

  • Ballistic Calculator Software (BCS).

  • Director Armament Sustainment Program Management (DASPM).

  • NATO Sub-Group 2 (SG2) Sharable Software Suite.

  • Armaments Ballistics Kernel (NABK).

  • Artillery Systems Cooperation Activities (ASCA); and

  • Logistics Functional Area Services (LOGFAS).

Regulatory Compliance Requirements

  • All applicants must be able to obtain a Canadian NATO Secret clearance and meet the eligibility requirements outlined in the Canadian Controlled Goods Registration Program and ITAR.
