General Accountability

  • The Category Manager - Construction is responsible for supervising and managing the performance of a team of Procurement and Contract Specialists and Estimators in addition to providing training, direction, guidance, planning the assignment of work and monitoring ongoing contracts.
  • The Category Manager - Construction provides general oversight of the activities associated with the procurement process and post-award contract administration services for construction contracts associated with projects of varying size, nature and complexity in accordance with the TTC's Policies and department procedures. The Category Manager is also responsible for assisting the Director with management and administration related tasks such as workforce planning, budgeting, performance analysis and other related tasks.

Key Job Functions

  • Plan, coordinate, and provide oversight of procurement activities and post-award contract administration including the preparation of commercial documentation for Request for Proposals (RFPs)/Request for Bids (RFBs), Negotiated Requests for Proposals (NRFPs), Requests for Information(RFIs), Notices of Intent (NOIs), pre-qualifications and contracts including development of special commercial conditions for the procurement of Construction utilizing traditional and other types of project delivery models including design-build, progressive design-builds, etc.
  • Liaise with clients to identify and resolve systemic issues or problems in procurement processes or procedures.
  • Develop training plans for new and existing staff
  • Ensure staff and procurement related activities are in compliance with TTC procurement policies and procedures, industry practices, professional standards and trade agreements (CFTA, CETA)
  • Review, assess, approve client's scope of work/specifications and requirements (e.g., budget/project approval, estimate, schedule, technical details), Commercial Analysis, Company Recommendation Reports, Purchase Authorizations, Sole Source Requests, Contract Amendments.
  • Guide and assist section staff with proposal evaluations and contract negotiation and administration activities.
  • Coordinate, monitor, review and prepare a variety of reports relating to procurement/contract administration progress, budget/project approvals, labour/material cost distribution, client requirements, or special reports for management.
  • Prepare responses to and correspondence with contractors and consultants regarding contractual and commercial matters.
  • Plan, supervise and direct the daily work performed by direct reports.
  • Develop short and long terms plans relating to methods, procedures, administration and staffing to enhance effectiveness of procurement process.
  • Candidate will be required to participate in the TTC's Customer Service Ambassador Program.

Education and Experience

  • University Degree or College Diploma in Business or a related discipline, or a combination of education, training, and experience deemed to be equivalent combined with progressively responsible experience in a hybrid or complex procurement and/or supply organization including demonstrated experience within Category Management
  • Industry designation (e.g. SCMP, CSCP, CIPS or P.Log) is considered an asset

  • Strong knowledge of category management, strategic sourcing, including advanced market knowledge of the Construction category)
  • Business case development
  • Highly developed management, organizational, administrative and interpersonal skills
  • Demonstrated supervisory experience including collaborating, leading, motivating and training staff with varying degrees of experience
  • Progressive experience in procurement processes and contract administration on construction contracts including very good knowledge of contract administration related to changes, claims and delays and of accounting and scheduling practices/methods
  • Extensive practical experience with a variety of large complex procurements and administration of construction contracts utilizing varying delivery methods.
  • Demonstrated in-depth knowledge of procurement/contracting principles and related legal issues pertaining to the procurement process preferably in a public tendering environment
  • Strong negotiation, analytical/decision making, problem-solving, conflict resolution, time management and consulting skills
  • Experience supervising staff in the procurement/contract administration field in a deadline oriented and performance management environment; and demonstrated ability to establish effective working relationships with all levels of management, employees, client groups, outside industry associations and other public authorities
  • Excellent verbal and written communication, interpersonal and relationship management, and presentation skills
