About the role

Reporting to the Director of Supply Chain for the Multi-Domain Combat Solutions (MDCS) market segment within the Integrated Warfare Systems and Sensors (IWSS) Line of Business for Rotary and Mission Systems (RMS), this Leader role will manage a team of sourcing professionals responsible for the solicitation, selection, and on time / on cost delivery of complex systems and services from Lockheed Martin Canada Inc. (Lockheed Martin)’s supply chain. Will develop sourcing and subcontract management strategic plans that addresses overall program capture and execution requirements. Will have responsibility for the development, implementation and the maintenance of acquisition procedures, systems, and tools to ensure compliance to Corporate, Program, Contract and Legal requirements. And as part of the Lockheed Martin Senior Leadership Team (SLT), contribute to decisions related to business operations, facilities, policies, personnel matters and the pursuit and execution of business.

KEY RESPONSIBILITIES INCLUDE:

  • Act as primary owner for all Lockheed Martin sourcing procedures. Responsible for the sourcing functions compliance to Corporate sourcing policies and procedures and legislative and contract requirements
  • Implement and maintain a Performance Excellence Plan for the Subcontracts Department, which continuously improves the delivery of service through the implementation of new tools or revised processes
  • Participate in all Lockheed Martin SLT meetings which contribute to the functioning of Lockheed Martin; review the performance of programs; make decisions to pursue business; and approve the submission of proposals
  • Assess and mitigate risk within Lockheed Martin’s supply chain
  • Develop and maintain metrics in relation to subcontract performance
  • Monitor and report on issues related to Subcontractor performance. Interface with Subcontractors on major issues in order to implement equitable corrective actions
  • Oversee the preparation of Request For Proposal (RFP) packages and ensure compliance to prime contract requirements and company policies
  • Review and approve source selection recommendations
  • Review and approve negotiation mandates
  • Primary signatory for Subcontract documents and Agreements
  • Meet with perspective suppliers with an intent to assess a fit to Lockheed Martin’s needs with a focus on:
  • Industrial and Technological Benefit achievement
  • Small and Medium Business requirements
  • Indigenous content.
  • Develop succession plans and implement development plans for all Subcontracts employees
  • Oversee the Import/Export control function for Lockheed Martin.

What you bring to the role

  • Significant experience managing a functional organization
  • Significant experience in a Subcontract Program Management role, sourcing and managing the delivery of complex subsystems
  • Experience with negotiating unique terms and conditions and contract changes with Large Subcontractors
  • Thorough knowledge of Earned Value Management
  • Strong Negotiation and Cost Analysis skills

Additional skills desired for the role

  • Knowledge of Lockheed Martin RMS Subcontracting procedures and systems
  • 10+ years’ experience managing a functional organization
  • 10+ years’ experience, in a Subcontract Program Management role, sourcing and managing the delivery of complex weapon and sensor systems
  • Master of Business Administration would be considered an Asset
  • International Subcontracting Experience
  • Experience in Proposal and Capture Activities
  • Experience with Lockheed Martin Supply Chain processes, such as monthly reporting requirements and compliance requirements.
