Position Summary

The City of Regina is recruiting to add a dynamic and passionate Senior Traffic Engineer with expertise in traffic signal system design and construction, streetlighting (expressway) design and construction, asset management and the design and implementation of traffic signal timing plans. Work involves the application of skilled engineering knowledge to a variety of difficult traffic engineering problems related to traffic signal systems, expressway lighting, data management and traffic safety. As team lead to a group of engineering professionals, you will supervise, mentor and train, while monitoring and managing multiple traffic engineering projects, programs, and expenditures.
Additionally, your responsibilities will include conducting all types of traffic engineering studies, traffic control design, creating policies and design standards, and managing the construction, operation, and contractual requirements of various traffic system projects, including traffic signals, communications systems, signs, expressway lighting, and other related programs.
As the Citys technical expert, you will work closely with external consultants as well as respond to inquiries from the public, the media, and City elected officials. Your professionalism and superior communication skills will serve you well as you will be called upon to prepare and present reports to Committees, Council and Senior Management.

Duties & Responsibilities

  • Provides specialized and advanced engineering and advice pertaining to the management of traffic and transportation infrastructure. Management functions may include studies, planning, design, materials, construction, data/asset management, monitoring, modelling, rehabilitation, maintenance and investment strategies.
  • Develops, monitors and manages multiple major project/program budgets and expenditures.
  • Initiates, develops and manages significant and complex engineering/operational studies, plans, projects and programs.
  • Interprets and analyzes complex data, information, processes, programs and problems and develops options, solutions, improvements and recommendations.
  • Reviews, approves and monitors standard and non-standard roadways and traffic engineering works.
  • Develops and recommends corporate engineering/traffic standards, operational and capital programs, policies and practices.
  • Prepares and presents complex reports, contract documents, terms of reference, request for proposals, correspondence, and briefs.
  • Interprets, recommends changes to, and administers pertinent City Bylaws.
  • Initiates, develops and conducts public consultation and information programs.
  • Receives and responds to concerns and inquiries from staff, the public, other departments, elected officials and the media.
  • Consults, negotiates or collaborates with outside agencies and stakeholders.
  • Directs and supervises the work of consultants and contractors.
  • Mentors, trains, advises, directs and supervises staff and work teams in a work environment that embraces innovation, change, corporate values/initiatives, relationships, partnerships and a respectful work environment.
  • Leads and/or participates in labour relations activities such as staffing, terminations, discipline, staff development and performance appraisals of subordinate staff.
  • Approves requisitions, expenditures and other transactions within the limits of established authority.
  • Leads and/or participates on various departmental and organizational project teams or committees such as Occupational Health and Safety, staff development, strategic and business planning, business process improvement etc.
  • Performs other related duties as required.

Education & Experience

If you have a University degree in Civil Engineering or related field with a minimum of eight (8) years of professional engineering experience in traffic or transportation engineering, you are encouraged to submit your resume and cover letter. You must be registered as a Professional Engineer in Canada and will be required to obtain APEGS registration within one (1) year of hire. Certification as a Professional Traffic Operations Engineer (PTOE) preferred. Certification as a Road Safety Professional (RSP1, RSP2) is an asset.

Knowledge, Skills & Abilities

  • Advanced and diverse/specialized knowledge of transportation engineering principles, processes, theories, statistics and technologies.
  • Advanced and diverse/specialized knowledge of transportation infrastructure, management, standards, safety, policies, materials, practices, operations and equipment.
  • Advanced knowledge of project management principles and processes.
  • Knowledge of contemporary supervision and leadership principles and practices.
  • Skilled in managing multiple major engineering/operational data, plans, projects, programs and budgets.
  • Advanced skill in expressing ideas effectively both orally and in writing.
  • Advanced skill with standard office productivity software such as MS Office products and specialized analysis software. (i.e. AutoCAD Civil 3D, CAISE, EMME\III, SYNCHRO, Asset Management, and Maintenance Management)
  • Advanced skill to think conceptually, analyze complex data and issues, interpret specifications/ plans/regulations, and develop innovative solutions.
  • Skilled in establishing and maintaining effective working relations and a respectful work environment with superiors, peers, subordinates and the general public.
  • Skilled in listening, leading and influencing people, averting and resolving conflict, and cultivating consensus.
  • Skilled in strategic planning, coordinating and directing staff, work teams, consultants and contractors.
  • Ability to develop innovative engineering and operational solutions.
  • Ability to apply the general rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual as they apply to the position.
