Purpose/Summary

Develops, manages, and/or executes all estimating activities on cost estimates across all project phases—in accordance with company standards and established estimating requirements. The role requires knowledge of, and adherence to, Canadian and USA government guidelines—particularly for infrastructure and ports and marine projects—and strong understanding of home‑office services and field construction costs in both urban and rural regions.

Responsibilities

Work independently with the project team to perform one or more of the tasks below:

Estimating Framework & Standards Support the development and continuous improvement of estimating standards, procedures, and systems for tenders and proposals. Provide cost estimating guidance to projects. Familiar, experienced and able to advise project teams on, Canadian government estimating requirements applicable to government‑funded projects, particularly in the infrastructure and ports and marine sectors. Estimate Planning & Setup Ensure preparation and/or supervision of cost estimates in accordance with approved procedures across all project phases. Work with the team to define an appropriate Work Breakdown Structure (WBS) aligned with customer and project requirements. Scope Review & Data Preparation Review design scope, criteria, and quantities for completeness, and work with project teams to establish additional estimating bases when information is incomplete. Support the collection, verification, and integration of all work scope into the cost estimate. Estimate Development & Analysis Identify, analyze, and develop innovative solutions to cost estimating challenges. Compare and analyze scope, quantities, and cost data across projects; benchmark using previous estimates, actual outcomes, vendor pricing, norms, and industry standards. Support the development of future benchmarking and estimating tools. Develop escalation models as required and assist in developing owner’s costs. Identify risks in cost estimates and determine appropriate contingency levels; perform Monte Carlo cost‑risk analyses when necessary. Quality Assurance & Review Ensure sound quality and compliance of cost estimates with Worley Cost Estimating review procedures at all project stages. Participate in establishing pricing structures applied to quantities within estimates. Reporting & Communication Prepare and present cost estimating information to management and customers, including developing Basis of Cost Estimate (BOE) reports. Prepare cost trend estimates in support of project cost trend programs. Provide historical data, benchmarking insights, and expert opinions to other consulting team members. Mentoring Mentor and support junior estimators in developing skills related to marine and port‑sector estimating. Develop junior estimators to independently prepare estimates and broaden their expertise through cross‑training.

What You Will Bring

Technical and Industry Experience:

Minimum 10 years’ experience with Civil/Infrastructure/Ports & Marine in Canada. Possess valid Canadian Professional Quantity Surveyor (PQS) license. Proficient in Aspen Capital Cost Estimator (ACCE) and or Cleopatra as well as Microsoft software. Thorough experience in technical, practical and leadership experience in the relevant discipline, including experience in project engineering and management with estimating expertise. Additional experience in Civil/Infrastructure/Ports & Marine outside North America.

Education – Qualifications, Accreditation, Training

A recognized degree in the relevant discipline or equivalent qualification/experience, ideally in Engineering or Construction Management. Postgraduate qualifications in the relevant discipline; management or supervisory. qualifications or equivalent qualification/experience.
