About the role

Reporting to the Supervisor – Water & Sewer, the Technical Foreman will provide field-level technical leadership and coordination for Water and Sewer Division operations, including water distribution, sanitary sewer, service repairs, infrastructure investigations, inspections, utility locates, emergency response, and contractor coordination. The position supports supervisors by providing technical direction to crews, prioritizing work in the field, documenting issues, promoting safe work practices, and helping ensure reliable service delivery to residents and businesses.

 

Qualifications Required:

  • Graduation from a University or Engineering Technology Program.
  • A minimum of five (5) years’ experience in the field of Water and Sewer in a municipal environment.
  • At least two (2) years supervisory experience.
  • Safety training (e.g. WHMIS, First Aid, Confined Spaces).
  • Sound knowledge of technical aspects of the water and sewer operations. 
  • A valid Class V driver’s license with expectation of upgrade to Class 3E minimum. 
  • A clear Criminal Record Check including a Vulnerable Sector Check, as well as a clear Driver’s Abstract, are required as conditions of employment.

 

What You’ll Do:

  • Supervise Technicians performing work of the division.
  • Address and take appropriate action on issues as they arise, or as directed by the Supervisor of Water and Sewer, Maintenance and Construction.
  • Establishing priorities for Maintenance and Construction activities.
  • Ensure adherence to appropriate standards.
  • Monitor Budgets and performance.
  • General duties include generating purchase orders, ordering equipment, and supply agreements.
  • Water and Sewer Division Capital Projects.
  • Estimate costs for equipment and labour.
  • Collect, review, update and store information as required.
  • Assist other Managers of Division with staff orientation and training.
  • Public Relations by assisting staff handling water and sewer complaints.
  • Performing other duties as required.
  • Maintain GIS infrastructure.

 

What You’ll Bring:

  • Coordinate and lead field crews in water and sewer operations, including maintenance, repairs, emergency response, infrastructure investigations, and service work.
  • Manage contractor coordination and address customer-facing operational issues in a timely and effective manner.
  • Prepare and maintain municipal utility documentation, support safe work planning, and perform field troubleshooting.
  • Collaborate with supervisors, engineering staff, contractors, utilities, and residents to ensure efficient project execution.
  • Demonstrate strong leadership by creating a shared understanding of work requirements and enable team members to contribute to organizational goals.
  • Supervise, coach, and motivate staff to maintain productivity and a positive team environment.
  • Contributes to the success of team and departmental objectives through effective teamwork and collaboration.
  • Communicate effectively both verbally and in writing with internal teams, external partners, and stakeholders.
  • Build and maintain strong working relationships across departments, government agencies, and outside organizations.
  • Use negotiation and influencing skills to gain agreement and resolve operational challenges.
  • Identify issues and implement practical problem-solving strategies to improve efficiency and service delivery.
