You Have

Completion of post-secondary education in a related field At least 5 years of progressively responsible experience in at least two of the following areas: computer assisted mass appraisal and valuation, multiple regression and statistical analysis, data analytics and computer programming Knowledge and experience in the application of various valuation tools including data collection manuals, corporate databases and valuation systems, multiple regression analysis, spatial analysis, MPAC policy and procedures Thorough expertise of market and economic factors affecting value across all property types and a solid understanding ad valorem appraisal techniques and theory on the approaches to value Good understanding of legislation and regulations in the Assessment Act Advanced use of various software programs and databases including statistical, geospatial software programs (SPSS, R, Python, ArcView, QGIS), Microsoft Office (e.g. Word, Excel, PowerPoint) and databases including SQL and NoSQL Advanced verbal and written communication and interpersonal skills to effectively prepare and communicate detailed reports on mass appraisal analytics, briefing notes, and responses to complex client inquiries

Professional designation, or working towards completion from one of the following accrediting organizations: IMA, AIC, IAAO or RICS

What You Will Do

Develop programming code (e.g., SPSS, R, Python) to document mass appraisal analysis, maintain and create analytical data and associated output files Identify the supply and demand factors that impact the value of real property through statistical analysis, reviewing local economic indicators, other geographical and spatial data Conduct and interpret sales ratio studies to ensure valuation parameters produce value conclusions that meet established internationally recognized standards and municipal service level agreements Evaluate the performance of valuation parameters using techniques that may include but are not limited to goodness- of-fit measures, hold-out samples, residual analysis or spatial analysis Prepare narrative reports for internal and external use (e.g., Market Valuation Reports) as well as public information and reports for ratepayers under the Information and Data Sharing Policy and Freedom of Information (FOI) Programs Perform quality checks on property data and value estimates for new parcels to ensure corporate quality standards have been met, identify issues, and develop recommendations to resolved Conduct and lead research initiatives on ways to improve and enhance existing valuation systems and data, leveraging open source technologies and advanced spatial and mass appraisal analytics Provide subject matter expertise by acting as a provincial expert witness on challenges to mass appraisal processes and statistical interpretations including representing the corporation in production, cross examination at discoveries and Assessment Review Board hearings, alternate and dispute resolutions (ADR’s)
