Environmental Services Compliance Coordinator

Under the general supervision of the Manager of Capital Projects, the Environmental Services Compliance Technician liaises with the Treasurer, Deputy Treasurer, Tax Collector/Utility Accounting Clerk and with customers serviced by municipal water. Maintains water meters and appurtenances, resolves issues related to consumption, readings and inquiries from metered consumers. Administers the backflow prevention program for the Municipality. 

Responsible for the installation, maintenance, and repair of water meters used to measure and record water consumption. Works in residential, commercial, and industrial settings, ensuring accurate measurement of water usage and identifying and resolving any issues related to the meters.

The primary purpose of the water meter technician is to ensure the proper functioning of water meters and accurate measurement of water consumption. This data is crucial for billing purposes, resource management, and identifying potential leaks. By installing, maintaining, and repairing water meters, the technician helps customers track and manage their water usage efficiently. 

The role includes water use by-law administration and supporting the Manager of Capital Projects with the monitoring and enforcement of the sewer use by-law. 

 

Duties include but are not limited to:

  • Perform routine maintenance on water meters to ensure their optimal performance. This includes inspecting meters for damage or wear, cleaning them, and replacing worn-out parts. 

  • Work with the billing department to ensure water bills are prepared on time.

  • Troubleshoot and diagnose issues with malfunctioning meters and perform necessary repairs to restore their functionality.

  • Maintains and administers related maintenance management systems including meter inventory management and installation records.

  • Provides metering infrastructure technical support both in an office environment and in the field installing, troubleshooting, resolution and repair. 

  • Collects, monitors, maintains, and analyzes customer water consumption data to identify abnormal consumption, related changes in revenue streams, opportunities for revenue and metering improvements.

  • Implement and maintain the Town’s water meter replacement program

  • Respond to customer complaints

  • Populates, maintains and manages the Backflow Prevention Management Software (BPMS). 

  • Prepares, and sends out notices to users in regard to the Cross-Connection Control Program as generated by the BPMS. 

  • Maintain communications with the Town of Penetanguishene Building Department for Cross-Connection Control Program matters.

  • Update and maintain water use by-law.

  • Assist Manager of Capital Projects with monitoring compliance with the sewer use by-law.

  • Schedule and conduct routine compliance and enforcement checks

  • Assists in the enforcement of Backflow Prevention and Cross‑Connection Control By‑law

  • Support stormwater facility inspection program

  • Assist in maintaining compliance to the Coordinated Linear Infrastructure program.

  • Assists with annual reporting and inspections for Stormwater and Wastewater.

  • Liaises with Town departments, other municipalities, contractors, consultants and other stakeholders as required. 

  • Liaise with users and approved installers for the Cross-Connection Control Program while maintaining communications and updating the Program Administrator.

  • Coordinating and oversee contractors when doing repairs on the Town’s behalf.

  • Other duties as assigned

Required Qualifications:

  • Cross Connection Control Certificate

  • Water Meter Installer’s Certificate

  • Post secondary education in Environmental Technology or related discipline

  • 1 year experience working with water meters and Advanced Metering Infrastructure

  • 1 year experience working within a Cross Connection Control program.

  • At least three (3) years’ experience working in a capacity that deals with municipal infrastructure

  • Requires computer skills and must have working knowledge of Microsoft Office (Word and Excel), Internet skills and knowledge of billing systems.

  • Superior interpersonal skills are required to deal with customers. 

  • Good understanding of industrial, commercial and institutional water uses and potential efficiencies that can be gained by upgrading or updating billing processes and metering infrastructure. 

  • Good understanding of water metering equipment and instrumentation related to data logging, AMR/AMI technologies. 

  • Must have excellent organizational, verbal and written communication skills, including the ability to document activities.

  • Must possess ability to creatively diffuse situations involving upset members of the public. 

  • Must possess ability to creatively diffuse situations involving upset members of the public. 

  • Strong ability to work with numbers, ensuring accuracy and attention to detail. 

  • Knowledge of Occupational Health and Safety related legislation and practices are required.

  • Must have a valid unrestricted class G Ontario Driver’s license. 

 

Compensation: The rate of pay for this position is $33.17 to $38.80 per hour (2025 rate), based on a 40-hour workweek. Covered under CUPE Local 2380.05.
