In a regulatory environment, the Property Development Officer is a front line technical regulatory person for daily administration and enforcement of the Planning Act, The Roads Act and Environmental Protection Act. The Property Development Officer issues decisions for subdivisions up to 5 lots, development proposals for residential and resource uses, and assessments for highway access driveways.

Duties will include but are not limited to:

  • Applicant interviews, provides advice, guidance and rational for legislation and regulatory requirements for all subdivision and development approvals;
  • Provide technical interpretation of six sets of provincial regulations from five Provincial Acts;
  • Research and evaluation for all subdivision and development information required in the approval process;
  • Evaluation of proposals for compliance to regulations or codes;
  • Preparation of written reports on on-site sewage disposal system investigations;
  • Buffer zone violations;
  • Investigation of public complaints about unregulated tourism operations;
  • Feedback to IRAC on land identification agreements/amendments;
  • Other duties as required.

Minimum Qualifications:

  • Degree in Urban and Rural Planning or Environmental Science supplemented with experience in a related field or certificate or diploma in Urban and Rural Planning or Environmental Science supplemented with considerable experience in a related field, with specific knowledge in on-site sewage disposal systems as well as demonstrated additional course work in property law, presentations, surveying, resource or land use planning.
  • Demonstrated equivalencies will be considered.
  • Knowledge of the Planning Act Subdivision and Development Regulations, Water Act Sewage Disposal Systems Regulations, Roads Act Highway Access Regulations, Lands Protection Act Land Identification
  • Regulations, Environmental Protection Act Watercourse and Wetland Protection Regulations.
  • Working knowledge of computers, word processing and database programs.
  • Eligible to be a Commissionaire of Deeds and Oaths for approval of Entrance Way Permits.
  • Applicant must be eligible for certification in the Island Technology Professional (ITP) Association.
  • Strong communication skills.

Other Qualifications:

  • Knowledge of the IRAC appeals process.
  • Experience in the administration of subdivision and development (Private, municipal or government).
  • Knowledge of the subdivision and development approval process.
  • Experience in the administration, interpretation and enforcement of regulations.
  • Knowledge of summary offence tickets, appeals and court cases.
  • Training and experience in on-site sewage disposal systems including soil suitability and site evaluations.
  • Valid Drivers license.
  • Access to a reliable vehicle.
