About the role
The Opportunity:
The City of Red Deer is currently recruiting for a temporary Roads Labour Foreperson 1 - Paint . This position is responsible for receiving typical job assignments/tasks, and assigning appropriate staffing, resources, and materials for operations of the pavement marking program, within time schedules and required specifications and standards. Supervise crewmembers and ensure that all safety precautions are followed.
Top Key Responsibilities:
- Oversees training and instruction program for Paint Crew staff and ensures relevant safety policies and practices are implemented and followed, including oversight over hazardous materials and their uses within the operation.
- Provides accurate information and oversight on operating material supply, equipment maintenance, and ensure proper record keeping for in-field operations.
- Assists Signage Foreman in long term planning, high-complexity pavement marking operations, and any other aspects of crew operations that require in-field expertise.
- Receive job assignments and priorities directly from the Supervisor. Assist the Supervisor in determining the most appropriate methods, tools, equipment and materials to be used, in accordance with City guidelines. Coordinate activities.
- Assign tasks to crewmembers. Instruct Labourers in their duties, as required. Closely check that work meets required standards. Ensure that all safety policies and practices are followed and anticipate potential safety hazards.
- Ensure an adequate supply of the correct materials is on hand.
- Complete various records and daily progress reports on the computer for the Supervisor. List amounts of materials used or delivered. Check crew time sheets. Allocate materials, equipment and labour times to separate jobs, as required.
- Operate operations equipment and perform labouring work.
- Arrange for the erection of traffic and/or pedestrian barricades, signs, flashing lights, detours, etc. Ensure the site is left clean and tidy after completion of work.
- Refer problems to the Supervisor, e.g. personnel or safety matters.
- Liaise with material supply companies, City Staff & Departments, Consultants, Contractors, and the public.
- Refer to and interpret simple construction plans, blueprints and specification and record drawings. Maintain knowledge of City' pavement marking guidelines and specifications.
- As a Worker, participate in, support, and comply with the City ’ s Health and Safety program and initiatives (e.g., training, inspections, meetings, hazard assessments, incident reporting, emergency drills), policies and procedures (including any applicable and adopted industry best practices and the Occupational Health and Safety Act, Regulations and Code).
As our preferred candidate, you will have:
- Grade 12 or equivalent.
- Two years ’ experience in related activities, or equivalent, to provide knowledge of the uses of manpower, equipment and materials, and standard methods and techniques of pavement marking program.
- Ability to read and interpret simple blueprints and to complete various records.
- Ability to use various tools and equipment associated with work, including the operation of various painting machines.
- Ability to acquire supervisory skills, to organize and coordinate personnel and equipment, to communicate clearly to crewmembers and to provide encouragement, and refer additional coaching to supervisor as required.
- Ability to respond courteously to public complaints.
- Ability to exert moderate physical effort.
- Ability to work outside continuously in all types of weather and in conditions which may be muddy, noisy and disagreeable.
- Ability to exercise care when working in traffic, active worksites, and to use appropriate safety equipment.
- Ability to operate a personal computer using Microsoft Excel and Word software would be an asset.

Remuneration:
$36.20 to $42.59 per hour
Hours of Work:
80 hours biweekly; Monday to Friday, some evening and weekend work may be required when needed.
Additional Information:
The term of this position is anticipated to be 4 months.
